The Water and Wastewater Authority of Wilson County (WWAWC) is facing renewed pressure from state authorities regarding numerous violations observed by state inspectors across its water treatment drip fields.
In November, WWAWC Director Chris Leauber received five Director鈥檚 Orders and two Commissioner鈥檚 Orders issued by the Tennessee Department of Environment and Conservation regarding violations of the Water Quality Control Act. State inspectors noticed wastewater ponding 鈥 which is believed to be the result of over-saturating the drip fields and under-maintained equipment.
According to the orders, a full penalty assessment of $811,800 was levied against the Water Authority, and an upfront payment of $162,360 is due within weeks. The remainder will need to be paid only if the Water Authority fails to comply with corrective actions. The penalties and litigation costs will be the responsibility of Adenus Solutions, which operates the treatment facilities for WWAWC.
The Authority and Adenus must immediately cease discharging sewage or other wastewater which may end up in 鈥渨aters of the state,鈥 meaning creeks and rivers; they must also provide a site visit log from all site inspections dating back to January 2024; provide a description of system repairs or changes made to address compliance violations; provide a map of all active and secondary drip field areas; and also submit and follow through on approved plans to return to a compliant state.
During the October WWAWC board meeting, Adenus CEO Jeff Risden said the company held up to contractual agreements, pushing back against claims made by residents which many of the drip fields serve, that the system is failing. Risden called the claims 鈥渋ncorrect.鈥 He also said that most issues could be addressed 鈥渨ithin a year.鈥
Residents of the Sunset Harbor area where WWAWC and Adenus have Step System drip fields, have said when they have issues, WWAWC forwards them to Adenus, which allegedly tells the residents they are 鈥渏ust behind鈥 on maintenance. One representative of the HOA for that neighborhood asked if Adenus is 鈥渢hat short staffed鈥 for system maintenance that it is constantly behind.
The drip fields are an alternative sewage system where wastewater from rural developments far from utility sewer lines is pumped to a communal field where it is treated and dripped into the ground to be filtered out more and replenish ground water.
It isn鈥檛 just residential areas that use these fields. The new LaGuardo Elementary School was supposed to use a drip field, but state permits could not be obtained by WWAWC and Adenus to install the system due to the violations which TDEC said were not addressed at the time.
A temporary solution is in place where the school鈥檚 wastewater is pumped out of holding tanks and hauled to a water treatment facility in 快播视频. The City initially entered a three-month agreement, which can only be extended a further three months if a permanent solution is approved and in the works. State and school officials are still working to find a permanent solution.
The Water Authority board will meet on Thursday, Dec. 18, where it is expected to decide on continuing to work with Adenus or not.
State Senator Mark Pody, representing Wilson County, says he will introduce a bill to the Tennessee General Assembly next month which would hold operators of sewage systems accountable.
WWAWC and Adenus were sued by the Southern Environmental Law Center (SELC) on behalf of the Tennessee Scenic Rivers Association (TSRA) and the Sierra Club for allegedly letting raw sewage and wastewater flow into residential yards, waterways and even parts of Old Hickory Lake. Leauber disagreed with TDEC findings that reportedly measured above-limits contamination of E. coli and total coliform in some wastewater.
